It looks like this very complicated drawing is contained within a clipping mask. Note that the only selection showing is what appears to be the perimeter of the mask. With that outline selected you should be able to release the mask with the keyboard command Alt-Control-7. Once you do you should be able to select what was contained within that clipping mask. Is the circle of flowers a separate vector object? When you go into the artwork mode (Command (Mac)/Control (PC)-Y) do you see it drawn or do you see a blank square? If it is a blank square then that means it is a raster object and the background is part of it.

With that outline selected you should be able to release the mask with the keyboard command Alt-Control-7. Once you do you should be able to select what was contained within that clipping mask. Once released it is possible that the drawing contains additional clipping masks which would also need to be released for selecting. If there are additional clipping masks each one might contain a separate element which will make it ultimately easier to work with this monster. With a drawing as complex as this you better hope that the foreground is contained within its own mask or has been grouped apart from the background.

I find that releasing the masks for editing is a lot easier to deal with than using Edit Mask option in the Clipping Mask drop-down menu under the Object Menu.
