I have a PSD saved and need to open it in Illustrator for printing reasons, and I want to have all layers and text editable in AI. Anytime I save the PSD with everything editable, I then go to open it in AI and it opens everything as a flat layer with text not editable DESPITE telling it to keep everything separate.
What do I do to fix this? I know it is possible, as I did it a few days ago, but I cannot for the life of me remember how to do so.

In Adobe Photoshop:
a. Open your PSD file in Adobe Photoshop.
b. Ensure that your layers are ungrouped, and that text layers are editable.

a. Open Adobe Illustrator.

This does not work. All of those boxes are checked properly when I import into AI. Everything is exactly the same as you said, but nothing remains editable. There are many layers from PSD, nothing locked, no layer styles. When I import it turns all text into a flat rasterized version.

Do you have layers with transparency? It can force the layers to be flattened.
