"Cannot find a plug-in to read the linked file" when trying to open Creative Cloud Library Links

Hello, I just packaged up a file which included links from my Creative Cloud library. After packaged, I tried opening the file just to make sure the links worked, but they are broken (even though the links were pulled into the "Links" folder), and when I try to replace them I get the message "Cannot find a plug-in to read the linked file". Anybody know why this is happening? Thanks!
