"Package" greyed out in "Linked file"

I have tried shutting down Illustrator 25.0.1 but "file/package" for a "Linked File" is greyed out.  Can  anybody suggest what might be causing this please? I am running a MacBook Pro 16 inch 2019 with the latest version of BigSlur.
