"Save As" not overwriting PDF file in Illutrator 24.0 on Windows 10

When saving a PDF with a new file name the file I have open is not being replaced with the new file name. The old file stays open as unsaved with the old name. The new file is saved but it does not update the open PDF in Illutrator with the new name.
