No, not when opening  A pdf, when opening Illustrator

I've cleared all my recent files & history, but still get this error when opening Illustrator from CC

No, I'm not trying to open a PDF at the time. I'm just trying to open Illustrator and I still get the error message

Maybe resetting the preferences is the only option.

You could try by renaming the preferences folder. https://helpx.adobe.com/uk/illustrator/kb/troubleshoot-preference-issues.html If you rename the folder, Illustrator will create.a new one, but the old one isn't lost.
