Recreate Photoshop graphic in Illustrator

I'd like to recreate this photoshop graphic as an editable vector graphic with Illustrator's appearance panel. Any suggestions on how I am able to achive these effects? Especially, the black stroke that tapers on the blue stroke. Thank you! 

The photoshop effects implemented:

5 layers make up the blue offset stroke, they are set to the same effect but shift subtly on the x axis.

Inner Shadow:

Dark Blue

Multiply

45 degree angle

3 Distance

Color Overlay:

set to the blue that's visible

Drop Shadow:

Dark Blue

11 degree angle

6 Distance

100 Spread

1 Size

It is natural that the Japanese version of the panel image cannot be understood.
However, it is troublesome to explain the panel settings in detail, so I omitted them. sorry.
