Recreating a scary distortion / grunge / blur effect

Hey Community,

I'm pretty new in Illustrator and have mostly done some basic stuff. Now, I want to recreate a similar scary distortion / grunge / watercolor (?) effect like the one in the G-Eazy cover for my current project. But I don't really find the technique(s) to nail it. I really hope you can help me or get me somewhat near.
