resize circular type path without affecting the type itself

I am unable to resize the type path independently without the text itself moving all around. This also happens when I simple move the object (path+type) as a whole and when the type shifts around, I can't undo. It's infuriating!! This never used to be an issue before. I waste so much time because of this glitch.

also happens on my iMac 2017 27" running Ventura 13.2
