I'm trying to draw a simple spider web in illustrator (straight lines from the centre to the outer edge, with transform effect applied to the straight lines drawn between each of the lines going from the centre to the edge.
When I try to resize the drawing, the lines going around the web distort.
How can I resize the spider web to a smaller size, without distorting the drawing?

My guess is that you need to Expand Appearance of the effect before scaling. So far I'm not managing to replicate your result. Could you please explain your exact steps in creating this, including exactly which effect you applied and at what point in the process?

I drew lines from the centre to the outer edge with the pen tool
I then selected those lines, and applied the transform tool (to make 11 copies of a line going between two of those centre to outer lines, using Distort / Transform).
I used the anchor point tool, to warp that line into a bended shape. It looks fine in full size, but is out of whack when I make a group and resize.

You could try and check "Transform strokes and effects" in Preferences > General
