I'm trying to resize an image to 46'w x 22"h. It was taken on a phone vertically. Is there any way to completely change the dimensions without stretching or distorting the image?
You can scale it proportionally, crop it or trim it, but that's all you can do without distorting.
Use Photoshop. Depending on the nature of the image it might be able to do some magic with its Sensei enabled intellegent scaling functions. https://helpx.adobe.com/photoshop/using/content-aware-scaling.html

The main issue is final image resolution. We need to see the image. But, even if you rotate or crop, your phone resolution is not going to be enough to make your 46' width. Post again and show the pic. Because you are badicly talking about grand format inkjet output, your final image resolution can be low. So, there are ways you can do the resize, but not likely using Illustrator.

I'm assuming you mean 46" x 22" and also that you've already tried regular scaling - so why isn't that working for you?
