I'd been using this work around just fine, but now it no longer works and the PMS swatches don't show up when trying to load them the Illustrator.

Are you copying the old Pantone ACB files into the correct Illustrator folder? I continue to see positive results in the current general release version of Illustrator as well as the beta. My notebook and office desktop are running Windows.

Ha ha, totally user error.
The presets were still hiding in the old Illustrator 24 folder, not 25.
