Save and Save As dialogs contain no information

Windows 10 ver 19044.1889 

Illustrator CC 26.5 64 bit

Issue: 

Save and Save as Dialogs do not contain any information or functionality.
Steps to reproduce:

1. ...Create a New document or Open an existing document.
2. ... Use CTRL+S, File > Save or File > Save As
3. ... The following dialog box will appear:

Expected result: 

An ability to specify Save settings, locations and file name.
Actual result: 

Very little of use

Can you try and reboot the computer?

If that does not work, reset the preferences. This will erase all your settings. https://helpx.adobe.com/illustrator/using/setting-preferences.html

Restarting the computer is not the issue, it happens at every usage on every login and fresh boot. Also, Illustrator has no front screen on loading.

Resetting my preferences as per your link has not changed the fault in any way
