Save/export PDF setting

Hello illustrator experts

How can I save 2-pages of A4 size(3mm bleed) artboards as 1-page A3 size PDF(no bleed) in the same file? I have a client who likes to have a print(A4) file & a screen (A3) file. I am working with 2 separated files at the same time and think it might be a way around it? Perhaps this is something I can do in InDesign?

I would possibly maintain two files, but use the two A4 pages as my working file and Place ​them on a separate file with an A3 artboard, so one updates with the other. Stop me if this is what you're already doing.

It would be much easier using indesign. Just place two pdf file in indesign and export SPREADS
