Please tell us who gave you this specification in which context.

Did you send them a file and this was their answer?

I sent two eps files of logos to a vendor for printing on a t-shirt. I don't get why these two are not working and the others are. He said I need to convert the type to outlines and curves. I'm not an expert at Illustrator, so hope someone can explain this to me. One of the logos has simple artwork in shapes, as well as type.

well, it's quite easy. Select the text objects and choose Create Outlines in the Type menu

The print studio doesn't have the fomnts which you used in your artwork, so they need it as an "image", not a "text"

Thank you. What about shapes in a logo? Do those need any kind of conversion?

Shapes in a logo are already curves.

Filling with complex patterns or gradients might be impossible.

Raster (bitmap) images and photos are impossible.
