Scale & Effects Window Not Popping Up Nor Working

I am following a "Illustrator for Beginners- Free Course" on Youtube. 

Though the video is from 2020, both the instructor and I have Illustrator CC. I have ensured that I am using the Essentials Classic. I have enabled the "Scale Strokes & Effects" as well as "Scale Corners" under Preferences within the General Tab. Once doing this, I even rebooted the program. 

 

I do see the Scale Icon on the left window, but once clicked on, no other options show up for me to select or deselect "use preview bounds" "scale corners" or "scale strokes and effects" on the right window where my Properties and Libraries are. My challenge is I need to scale my strokes and effects so that when I resize my image, the strokes and effects resize with the image. Please help.

Select Window > Transform t o get the Transform panel.

From the Transform panel menu select Show Options.

At the bottom are the scale options you want.
