Screen Mode Keyboard Shortcut?

Why we can't assign a keyboard shortcut to the "Screen Mode" in Ai but we can do it in Ps?!

The shortcut is F

In the Edit shortcuts:

Then in the section for the Toolbar, not in the Menus section

I tried to assign "F11" (as my Ps) to this but got this error. Nonsense...

You cannot use any keys as shortcuts. That's just it.
