Selecting color from library doesn't load up color

This drives me crazy. If no object is selected, and I click on a color in a library, it does nothing. I'd like it to load up the color as the current fill or stroke. For instance I might need that color to "live paint" something.

But if an object is selected, then it both loads up the color and changes the object.

It appears I have to make the color into a swatch first. But I've often getting these colors from a library, maybe from PS or something I did online. So why should I have to make a swatch?  (Also swatch organization makes no sense to me but that's another story.)

How can I get it to work like I want?

You want to use it directly from the CC library?

Swatches inside the Illustrator document make a lot of sense.

First, why is the action inconsistent? Selecting a library color when an object is selected immediately affects the object AND loads the color. But when no object is selected it does nothing.

Yes I would like to use it from the library.
