Selection goes off object

When I select an object, eg a line or a rectangle, using the selection tool,  occasionally the selection will go off the object, and i'm not allowed to transform the object eg. rotate or extend, however i am able to move it. It has happened a couple times now but usually goes away if i re start my computer. I's not able to crop any images either.  I am able to change the object if i use the direct selection tool. This time I have restarted it multiple times and the same issues is occurring. Any Suggestions?

    There have been a couple of posts on the subject, but I'm not sure if there was any solution to the issue.
