Selection tool not releasing object after one click and release

When I select an object with any selection tool with one click it will track with the mouse.  Essentially, disabliing the requirement to click and drag to move an object. In order to release the object I need to click again to set it down. This can be incredibly frustrating as you may be selecting an object to change colors but then the object will continue to move with the mouse until you click again. I am not having the same issues on another laptop of ours with the same version of illustrator.


Things I've already tried:
Uninstalling Illustrator and reinstalling.

Removing and resetting preferences

 

Illustrator version 28.3

Macbook Pro running Sonoma 14.3.1

Hmmm....no I do not have that app. What is the function that interferes? This is a work computer and maybe they have a similar function in another software.

There is another app that's causing it. A manager for multiple monitors or the like.
