I'm not referring to what Adobe allows people to do in a PDF. It's just that your customers might open the PDF in an application that needs the fonts if they are not outlined. So you better outline the text. That way it doesn't matter which app your customers use - the text will always look the way it has been intended to.
It doesn't matter to how many people you seel your designs. As long as you have a valid license of Creative Cloud, you can use the fonts to create artwork with them. You are not allowed to give font files (TTF or OTF) to anyone, but it's technically impossible anyway.

I see , I was a little worried that Adobe maybe don't allowed me to sell a PDFs file( a designed digital Thank you card template) to many people because of their fonts. I will outline the text like you said.
