Set "Align to Artboard" and "Constrain Proportions" through JavaScript?

I would like to set "Align to Artboard" and "Constrain Proportions" using a JavaScript. Since I'm working with macros (Keyboard Maestro) and controlling Illustrator by a combination of "Interface" macros, AI Actions and Javascript I sometimes find these settings are are not toggled correctly. I don't believe they can be controlled in an Action. Can I set them in a Script?

I second this. It seems impossible to get illustrator to stick to 'align to artboard', even if the computer running our scripts does nothing else but run scripts. So it would be useful if the script itself could make sure these were toggled correctly.
