So I came across a post from 2014 about this exact same thing, someone downloaded a shutterstock esp file, but the text had been outlined so you are unable to edit/delete the text with out losing all the effects aplied to it which were the reason you downloaded the file.
fast forward to 2023, I DL an esp file
to edit the text and delete a few background items. I want the sign and text, just want it to say something else saving me a LOT of time doing that from scratch. well, turns out that outlined the text so my only option is to delete the shapes which removes all the effects defeating the purpose of downloading the file. If they don't want to include the font then just tell us what font they used and leave it up to us to find it or use something else
My question is after 9 yrs, is there any workaround or are they still pulling this crap and getting away with it?

It shocks me that no one has filed a class action lawsuit against Adobe for false/misleading advertising. I know there are idiots out there that have does just that for a lot less..

btw, when I contacted Shutterstock support about this, they replied with this, what a load of crap... apparently our definitions of "editable" vary greatly.
File is working properly and Text is editable, just perhaps in the manner they are used , like in powerpoint for example. You can seek additional guidance in Adobe Support Community. If you don't have the font they can click on the links below and also search youtube for tips and tricks .

When you buy a shutterstock image license, and it has a misleading description, how is that something Adobe have been advertising falsely ??

Did you look in the graphic styles panel whether there is a graphic style that creates this?

I had this same issue on a graphic from this same creator a few years ago. I found his designs elsewhere besides shutterstock and found the same graphic with COMPLETELY editable fonts and graphic styles (just search for his name ... you'll find him. Also, you could message him directly if you have an issue). So the fact that they are outlined in shuttestock is probably not his doing.
