Slow performance - Illustrator on Windows

I have an SSD. not an old HDD. %100 same computer as before. I had to reinstall windows and as soon as I installed my usual adobe products, the illustrator is super laggy. There is nothing else being open. There are barely any other softwars installed. There might be like 5 apps on this pc altogether. All drivers including gpu drivers are up-to-date. GPU is enabled in settings. I did not import over any old files or settings. It should work flawlessly, but it doesn't. Keep in mind, it's a fresh windows install.. There aren't anything to rename or delete to see if it runs better.

I assume it would help if you could tell us the hardware specifications. Do you have any additional input hardware? A Wacom? Multiple monitors? How many fonts?

Sorry. You are right. It is an i7 11700kf cpu with a gtx1650 gpu, 32gb ram, SSD, windows 10  and only 1 monitor. no wacom board or anything like that. Fresh windows install. Barely anything on the pc. but It was like this right after install and it was probably the first and only thing I installed after windows. Photoshop runs perfectly even if I open a school bus sized graphics with 50 layers. File itself is 2.5Gb... but I can open brand-new document in illustrator (photoshop shut down at this point) and just zooming in and out or making some squares and selecting them brings my pc to its knees. There are no changes to my pc hardware wise. It ran perfectly fine before. I have like 350 fonts which is less than what I had since I forgot to back it up again before the reinstall.

Illustrator was painfully slow again. Just simply moving something and hitting ctrl+z took several seconds to execute the "undo" I have no text written in illustrator. I only had simple shapes. I closed everything else like photoshop and chrome. Nothing else was running. As I said this is a fresh windows install and only use this pc for designing. No gaming. nothing else. I checked on the performance. GPU was at 0% usage and cpu was like at %17 or so. It's not like the pc is struggling with it. I don't have crashing issues so no need to test the fonts but I did have the same exacts fonts as before since i have them backed up on my google drive and everything was fine before. I deleted the font cache. We will see if it will perform better...

This is %100 unusable!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!
i9 13900k with a 4080 super and 64gb ram on windows 10. Everything is up-to-date and I CAN NOT USE Illustrator!!!!!!!!
I feel like I am working on a pentium pc from 20 years ago. I want to do anything.. AAAANYYYYTHING and it takes 20 seconds. I can convert a whole 4k blueray video in 1 hr. render 3d object. All other programs work flawlessly but illustrator. smh... and I am paying for this..............

Could you please verify the version of Illustrator you have installed, whether the issue occurs with all files, if it’s limited to files in a certain folder, or when utilizing a specific tool/feature, along with a screen recording of your process and the issue, so I can assist you more effectively?

Additionally, consider performing a clean reinstallation of the GPU drivers if you haven't already done so (Intel / NVIDIA / AMD) and adjusting the Graphics Preference to High-Performance for Illustrator (https://adobe.ly/3ZR1mSZ) to see if that resolves the issue.
