Snap to anchor point is off, even with smart guides

I have smart guides on, but when I try to start a line from the anchor point of an existing object, or align anchor point to anchor point, it doesn't work. It'll snap to or start from a few pixels away from the anchor point where I'm clicking.  Very frustrating, please send help. Screen recording is attached.
