snapping keyboard increment

no matter what setting I put in the keyboard increment, or have all snap to options everywhere turned off, if I move an object it snaps away from where I put it. It just started doing this from one day to the next. I have Illustrator CC 19.2 on Mac OSX High Sierra 10.13.6 

Update: I reset all preferences and now I can get a new drawing to work fine, but the original drawing is still moving my line after I let go of it
