Snapping not working correctly sometimes in a same file in Illustrator

Snapping sometimes just doesn't work, while in other areas in the same file it works.
what can be the reasons for that?

The thing is snapping work on some areas in the file whereas its not working on other areas.

In your video, the black rectangle, do you have a big stroke by any chance? because is not showing the smart guides

if i click on the black element, i can see the blue thin lines with the white square (is that the "smart guides"?)

Okay here is the file. the issue occurs on artboard 2 only. in artboard 1 snaping works perfectly.

Sorry about the trouble. I checked your file, and snapping is working on both the artboard. I would request you the share a few more details like:
- Version of Illustrator
- Is the issue related to a specific document?
- When did this start happening? Are there any recent changes made to your system? For example, any antivirus, system updates, or web extensions installed recently.
- Does toggling "Snap to Pixel) from the View menu help resolve the issue?
- Does resetting Illustrator Preferences ( https://helpx.adobe.com/illustrator/using/setting-preferences.html) help to resolve the issue?
Disclaimer: Please note that resetting preferences will remove all the custom settings, and Illustrator will launch with default settings. You can also take a backup of the folders in case you want to. Location is mentioned in the article.
Also, in addition to the suggestion shared by @Eugenio.NYC, you may try running the app in Safe Mode and let us know how it goes.
