Stuck on Hand Tool

I am stuck on the hand tool in Illustrator. No matter what tool I click on, I am stuck on the hand tool. the spacebar has nothing to do with the problem. 

I've tried doing everything on this site:

Yet nothing seems to be working. 
Does anyone have any suggestions?

Sorry to hear about this experience. I would request you try rebooting your computer in Safe Mode (Windows) (macOS) and then relaunch Illustrator to check if it helps. If it works, there might be a third-party program interfering, and you might need to disable/uninstall it. You may try contacting your IT support for help with it.

In my opinion, the mods should finally merge this so that this problem finally gets more attention - it doesn't just seem to affect Photoshop anymore.

Did you boot into Safe Mode to try and fix it?

What else did you try?

 

This only happens to some people, it's limited to certain configurations. If you want to have the engineers dive into that, then combining threads in this forum will do nothing. Post this on https://illustrator.uservoice.com

Or have Customer Care login to your system to find the interfering culprit. https://helpx.adobe.com/contact.html
