Stuttering when running an Adobe program

I am having a weird issue where my computer is fine running anything else, but when I launch an Adobe program my computer begins to stutter a lot, and the screen flashes and flickers. Please help.

Which system is it and which version?

Which hardware and graphics card?

Is there a graphic tablet connected?

Running Windows 10, Intel i7-9700k, RTX 2080ti, 16gb of DDR4 Ram, and a terabyte of storage. All of the drivers are up to date and I don't have a tablet connected.

Does it work better when you disconnect from the internet?

Is the stuttering just on launch or does it continue after launching?

Which version of Illustrator and if the latest - did you reset the preferences when updating?
