Target selection with code - and flattening a layer's transparency after that

Hi I am trying to make a layer select by targeting it... and for whatever reason coding doesn't seem to work at all for that.

More of a superficial selection, not 'targeting' in reality

 

this stuff in the documentation has me a little scared too.

I need for this to happen with code, no human interventions -- no hands on approach.
Is there something I am missing?? Some term or soemthing
Just seems like in the year 2019, we should be able to programatically target a selection (like by hand thru the GUI behaves)

If anyone has feedback on this specific issue, it would be a HUGE hep -- currently going nuts as this is not working.
simulating a mouse click or something just seems goofy to me and not very practical.
