Template used for certain artwork saved to PDF - only template is saved, artwork doesn't show

I received artwork from my client who used our template. artwork doesn't appear in the pdf but is visible in illustrator. When resaved still no artwork is visible in pdf but when reopened artwork is still there.  Can you please tell me what happened

If I look in the Layers panel at the options for the layer with the blue content, the Print option is unchecked.

Turning it on and the content is visible in Acrobat.

You probably turned it on in Acrobat and saved the file.

This does change it in the PDF part of the file but when you open the PDF in Illustrator, the Illustrator part is used (Illustrator Editing Capabilities were checked when saving the file) and that Illustrator option cannot be changed by Acrobat.

I think I found the issue and solved it in acrobat.  but I am not sure how the settings changed in illustrator.

Problem is not solved unfortunately. In acorbat I can change the settings of this layer, but after resaving, closing and reopening, it still doesnt show. Do you have an idea how to keep the layer visible at all times?
