Hi,
The file crashed three times due to a power failure and each time the Illustrator saved the file that crashed and I continued to work.
But this time when I opened I saw a white page, before I opening it I have a box "Text import options". What do I need to do? Why when I'm opening it I see a white page?
Have I deleted the file and Auto Recovery has not worked?
How do you recreate what was before?

Recovery is not a guarantee. It can fail and if your issue is power failure then this affects your computer at a much deeper level than any Illustrator related issues.
If you know that pwoer outages are quite frequent, then why don't you backup your work? And make more backups and even more?
Your file most likely can't be recovered. Is this the only copy you have? Not even an automatic backup routine done by your system (an equivalent to Mac OS Time Machine)? recent versions of your file? Only that one copy? Really?

Yes, I had one copy and I saved the file because of the first power outage.
But before I could continue to work it fell twice. For the fourth time I already had a blank page and did not open again, even though I had saved it.
I work with Windows and I have the Illustrator cc 2019. My computer is pretty strong and does not make any problems. There was an electricity problem.
Is there no way to recover anyway?

You should really make a backup strategy.
File Recovery can't replace that. It can always only be an addition.
And if there are 4 power outages in a row I would also start to think about UPS, because your computer probably can't stand this kind of stuff too well.

Illustrator 2019 has auto save turned on by default in file handling and clipboard preferences. But in your case it looks like the auto recovery did not work. There are some utilities that can help with recovery, but they can't always recover files. One that I have is r-studio, Disk Recovery Software and Hard Drive Recovery tool for Windows, Mac, and Linux

It already happened 4 times. So chances are it will happen again.
Make backups.
Get yourself an automatic backup solution: https://beebom.com/time-machine-alternatives-windows/
And of course an additional harddrive to use for the backups.
