Complete Error:

The font Thai could not be embedded in the PDF document because of licensing restrictions. Stroked text will not be visible.

Does anyone know a workaround for this error? I'm more than certain that this font was paid for and is not illegally download and installed.

Try using Effect>Path>Outline Object on the Type you want to have embedded. This should force the type to outline in the PDF side of the file. Sometimes when this happens to me  I don't have to use the Effect, just have to restart illustrator and open the file and do a Save as… and the font some how magically embeds.

get a legal copy of it, or right click on the type object and create outlines.

This has nothing to do with legal. In some True Type fonts an embedding bit is set that doesn't allow embedding.
