I've been trying to save all kinds of PDF files but the same error appears: 
"This is an illustrator file that was saved without pdf content"

I already check the "Create PDF Compatible File"

Can you show which PDF options you are using in your second save dialog?

Please clarify to exactly what you are doing to create this error.
Are you doing file >> Save As >> PDF

This sounds like an error you would receive when placing a .ai InDesgin, that was saved without PDF compatible on.

The error appear at the PDF file and I can not open on Acrobat (only show "This is an illustrator file that was saved without pdf content")

Where are you saving the file? Does that happen when you save it to your local harddisk?

Check if the box "Create Acrobat Layers from Top-Level Layers".

The layers setting just structures the content.
