Is there a way to toggle (show/hide) anchor points and handles so you can view all for a shape without having to select it first?
Replying to my own question here as it appears this is not something you can currently do in Illustrator.

Anchor points can be toggled to show or hide them using Command-H on a Mac and Control-H on a PC.

Yes understand that, but you have to have an object selected. Let me try to rephrase...
Is there a way to permanently display anchor points and handles?

What is the purpose of your request?

Every way I've looked at requires having the objects actually selected including what's shown in the screen shot below:
With the highlighted setting in Preferences a selected object will look like the example at right if the object is selected by marquising (lassoing) it. There is also a script available at https://design.tutsplus.com/articles/20-free-and-useful-adobe-illustrator-scripts--vector- 3849 which might help. I don’t know if any of that is what you’re actually looking for but maybe it can still be of some help.

"Every way I've looked at requires having the objects actually selected" <--- this is what I'm referring to.
There appears to be no way display all anchors and handles without the object selected.
To clarify when this feature is needed: comparing two objects or matching values.
Can you please check your link. It is a dead-end for me. I'd love to check out the script. Thanks.

I just looked at the link I gave you to scripts and saw that it got messed up. Here is the actual link: https://design.tutsplus.com/articles/20-free-and-useful-adobe-illustrator-scripts--vector-3849

Thanks Bill. There isn't a script to specifically do what I was hoping to achieve but some interesting stuff in there.
