Tool-bar and -windows are gone :-(
All of a sudden ... I tried the tab-trick and other things, to no avail 😞
»Window/Workspace/Reset Essentials« is greyed-out
Windows 10, Illustrator 25.4.1 (64 Bit)
Photoshop and InDesign are OK, though.

Have you tried resetting your Illustrator preferences..?

If that doesn't work you may need to uninstall and reinstall? If you do use the cleaner tool as well.
