Toolbars, Controls and Workspaces disappeared - Workspace non-responsive and not able to get back

All preset toolbars, controls, and workspaces are gone. Toolbars and controls I can get back via Windows>Toolbars or Control, but disappear again after restarting Illustrator. Workspace options are nonresponsive, stuck to my customized setting and not showing anything, or being able to reload others.  A similar thing happened 2 weeks ago as well with workspaces in the new update 24.3. No updates were installed this time. It would be very frustrating to keep recreating my workspaces from scratch every 2 weeks. Is this is a bug that Adobe can fix asap? Or does someone have a quick workaround that doesn't involve resetting or deleting all workspaces and settings?
