I'm using Illustrator CC 2015. I created a custom tool panel with a selection of the 10 common tools I use. I've been using this instead of the default tool panel. But as I am working I'll notice one will not be there anymore. So I will open up the default tool panel and drag the one I want back over to my custom panel. Later it will happen again, sometimes the same tool goes missing, sometimes a different one. So far it has happened with selection tools, shape tools, and the eyedropper. It's happened multiple times in the course of a few hours. It's easy to replace the tools but it's happened enough that now it's distracting a stops my progress. Any ideas?

Hi Jeff,
This one is hard to guess. I've not seen this kind of behavior. Do you have complete read write access to the machine you are working on? Is it a work computer or a personal one? Is there any third party app installed that might be conflicting with Illustrator like a plugin or an anti-virus? What is the OS running and the last thing, is there a specific reason not to upgrade to the latest CC 2017 version?

Such a problem exists in СС 2015 and СС 2017
Dear Ohmnath.
Steps to reproduce bug:
1. I open Illustrator CC 2017 (i downloaded try version) , i start customize panels and save as my workspace.
2. Close Programm and relaunch
3. All my panels (my Workspace) Disappeared (all collapsed), not opening (((
Results: I hoped that the panel retain their position after restart and all my panels will opened (not collapsed)
I delete CC 2017 and install CC 2014 and panels work perfect.

Sorry for the delay in response. I did try the steps suggest by you and I did not face the issue reported by you. My tool panels remained the way I arranged them. I tried on a couple of systems and versions, but was not able to reproduce it.
