tools panel Illustrator CC 2018 won't open up (or tear off) the hidden tools

Nothing happens when I hold my mouse or my Wacom pen on the small arrow at the lower right hand corner of any tool in the tools panel.

I am using a Wacom Cintiq 22HDTouch.

I can scroll through with Option key (but it moves SLOW) but I really want to tear off each tool with it's hidden tools.

Why can't I tear off anything anymore? Or get the small arrow to work?

Help!

I just updated all of my Adobe apps to CC 2018.

Have checked my Preferences/General and Tool Tips are turned on.
