'transforms are not expanded' when saving as svg

OK, first question on the path to enlightenment: what does this message mean? I need to save some .ai files received from a colleague as .svg.

The transform statements are being used to rotate text. The svg graphics display and print correctly, so what's the problem with expansion? and do I need to do anything about it?

I could not replicate the situation, Typed some text applied Effects>Transform>Rotate+Scale, saved as SVG, open in Ai and saved again as .ai.

Anyway, when you open it in Ai, go to Object>Expand Appearances, this converts Effects applied to objects with those transforma applied. 

Does it save then?

Can you take a look at the SVG code?

SVGs have their own transform function and it would be kind of nice if Illustrator can correctly export that.

So, can you spot it in the code? Can you upload an AI and an SVG file that shows this?
