Trouble with Illustrator

Hi

I'm following a surface pattern tutorial using Illustrator online, I'm trying to make a repeated pattern using the Reflect tool but it just won't duplicate my work? I will attach a picture to show you what I mean. Everytime I use the reflect tool it just moves my work to my desired position but doesn't duplicate it so I can't repeat it. Hope this makes sense! 
Can anyone help please?
