Trying to warp a multi-layered file.

I have an artboard with series of stacked maps with individual counties traced as separate objects. I need to warp all the contents of all layers to a trapazoid where the top two corners move in a bit from the top edge and a curve along the top. Envelope Warp did not work for this, are there any other options?

I think I figured it out, there was a strange shape in the background that was causing it to distort incorrectly. Thanks for your help!

Without taking a look at the original source file, it's rather hard to tell.

 

Basically, it should be possible with an envelope. You mentioned that it did not, but exactly what did not work with it?
