Turn off fill color but it comes back on?

I turn off my fill color and set my stroke to black. I start drawing a shape with the Pen tool, though the fill color is applied to the shape that I am drawing. Why is this and how do I prevent it from happening?

Look in the dropdown menu of the Appearance panel (upper right) and see if New Art Has Basic Appearance is checked. If it is, uncheck it.

It was checked. Why would you want this option turned on, and is this the default Illustrator setting?

Does it now work as you want? And yes it is on by default.
