Unable to change stroke size

My stroke size stays the same no matter what I do.   The pt is stuck at one spot and I don't know why.  If I change the pt it says it changed but looks the same

Can you show something with an object selected and the Stroke and Appearance panel opened?

Also, is there anything applied at the layer level?

Sometimes this happens, restart illustrator and create a NEW document
