Unable to Drag and Drop

I'm trying to drag and drop layers onto another file. I'm trying to drag the selected files from the 'Squid Game Doll Headshot (Mukbang)' to 'Headshot Template (Mukbang)'. When I drag the layers don't drop.

I'm assuming you don't have any locked layers? Although you should get an on screen warning if you did.

Were you able to do this before at some time?

Can you drag the head into a brand new blank doc?

If so, I'm guessing it's the dreaded prefs reset is worth a try...

Yes I was able to do it before and no layers are locked. I'll do a reset.
