Unable to load symbol library

I created some symbols and added to symbols panel, saved symbols as a library. When I try to open the library from 'User Defined' I get an error: Illustrator could partially read this file. If I press Ok it shows me a document saying that it's a file that was saved without PDF content. No library panel opens. Am I doing something wrong? Thanks

Illustrator 28.1, win10 desktop
