Question

Unable to move cyan guide lines with mouse or arrow keys

Out of the blue today, every single file I use, whether it's one I open or a new one I create, will not let me move my cyan guide lines. I heavily rely on them and I need to have them. I can add them with the ruler, but I can't move them once they're in place. They're behaving like Photoshop's guide lines (which is a great annoyance). I can't use my mouse or arrow keys to move the lines at all. In fact, I can't even select them once they're in place, therefore I can't even remove them once they're in the document. So any old documents with cyan lines can't be modified. Edit, Select All only selects the art/items in the document, not the cyan lines. Restarting the program yields the same results. Please help!!!

Are they locked (see View menu)?

AHA! That did it! I had to go under View, Guides, then Unlock Guides. No idea how they got locked, though, but I'm so glad they're back! Thank you!

I had this exact same problem today. I didn't lock these!
