Unclickable accept terms of use in Illustrator

i have a popup tells me to accept terms of use but it's unclickable 
i have a windows 10 pro 

8 giga ram 

can't find a solution for this and can't complete my work 

plz find a solution as fast as possible 

trying to restart adobe illustrator 

and restarting my computer there is nothing happend 

and still have my problem . 

Should i delete adobe illustrator on inactivate my account in creative cloud ? .

i try this method and it works.

1. search task manager

2. find the adobe app

3. right click and end task

4.  it will automatically close the adobe

5. refresh before open the app again.

six hours with 200 view and nothing helpful ... i'm going to uninstall Illustrator
