No. And iPad plans through the App Store are limited to the US only at the moment.

If you want to use both Illustrator (for desktop) on your laptop and Illustrator for iPad, you'll need a desktop Cloud plan - either Illustrator Single App or the All Apps plan.

Illustrator for the iPad does not run on the desktop.

Is it even possible to buy an iPad-only subscription of Adobe Illustrator? I'm under the impression the single application subscription setup would allow a desktop computer and mobile device (iPad) installation.

I think you can license it in Apple's app store.
