I have a Photoshop and Illustrator plan.
If I want to take a course on graphic
design, is it if the programs in the
course do not have a plan from Adobe,
and I used them in the course?

Whether you need other applications for a course would depend on the particular course. Many online video training courses allow you to watch and follow along without needing the application.
